Bargaining Council for the Civil Engineering Industry

The Bargaining Council for the Civil Engineering Industry (BCCEI) is a statutory body created under the Labour Relations Act (LRA) 66 of 1995 to provide for the co-regulation of stable and productive employment relations in the civil engineering industry. The council is an industry based forum of organised business and labour that regulates employment conditions and labour relations in the civil engineering industry. It provides the necessary administrative infrastructure and technical expertise to ensure effective collective bargaining, industry compliance, dispute resolution and social protection services. RESPONSIBILITIES: • Manage Designated Agents and oversee certain core functions of the Compliance Department with regards to the following: • Leadership: o Horizon Planning – medium to long term strategic planning and translating organisational goals into business plans for implementation by all leadership levels in the organisation in conjunction with the Operations Manager. o Human Capital Management – management and development of staff and development of organisational talent. o Financial Management – plan, monitor, organize, and control the monetary resources of the organization according to the approved budget. o Contracts/Supplier Management - identify, acquire and manage the products and/or resources required to meet the strategic goals of the organisation. o Corporate Governance – manage the system of rules, practices and processes. o Liaison- and Change Management - communication processes internally (employees & management) and externally to customers and stakeholders. o Continuous Leadership Development – develop, coach, mentor and provide feedback to employees with a view to raising the bar on leadership competence and enabling succession planning within the organisation. o Active strategic planning and translation of processes aimed at identifying, sourcing and rolling out initiatives to market the BCCEI and recruit new members. • Discipline / Business Process: o Manages Member Complaints o Manages Member Compliance o Manages and Performs Member Audits o Manages Registration of New Members o Oversees Compliance Arbitrations o Overseas Demarcation Disputes o Manages Member Relationships REQUIREMENTS: • Diploma in Labour Relations or equivalent qualification in Industrial Relations/ Employee Relations or Labour Law. • 6 years working experience in a compliance environment. • 2 years' experience in a supervisory capacity. • Knowledge and understanding of the Labour Relations, Basic Conditions of Employment and Employment Equity Acts. • Knowledge of the compliance workflow process. • Experience in dealing with arbitrations, drafting interlocutory applications, and legal arguments. • Exposure to compliance arbitrations and demarcations. • Knowledge of the Civil Engineering Industry advantageous. • Understanding of Bargaining Councils and Industry Collective Agreements. • Sound experience of dealing with trade unions and employer's organisations. • Excellent verbal and written communication skills in multiple South African official languages including English, isiXhosa and Afrikaans will be advantageous. • Ability to deal with conflict and difficult stakeholders. • Self-disciplined. • Possession of valid driver's license and own car – Would be required to travel extensively.
