Our client has an exciting opportunity for a Temp Project Manager to join their team. Project conceptualisation and planning Participate and contribute as part of a matrix structure to project/ programme feasability inlcuding one or more of the following: Needs and demands Analysis Options Analysis Technical and Economic Analysis Legal and Regulatory due diligence assessment Public participation (if necessary in project concept) Identification of preferred options Detailed feasability study conducted with sufficient information available to determine viability of the programme/ project Participate and contribute as part of the matrix structure to Programme concept finalisation and Planning & Design activities such as: Local Spatial Framework/Area Plan /Precinct Plan Urban design of precinct Packaging of suite of projects Land usage, Environmental authorisations, Zoning, rights, Building Plan approvals etc Engaging with stakeholders throughout planning and design Service Level Agreements Detailed conceltualisation and planning & design activities completed Prepare a draft project plan with a draft budget of allocated projects for input into Annual Business Plan Adequate information provided for inclusion in Annual Business Plan; information submitted timeously Project/ Programme Planning Define and document the project scope and objectives in collaboration with Programme & Resource Allocation Manager Develop detailed project plans for Capital Projects that have been designated to the PM Create a detailed work plan which identifies and sequences the activities needed to complete the project Determine resources needed to complete the project by way of responsibility assignment matrix Develop a schedule for project completions that effectively allocates the resources to activities Review the project schedule with senior management and all other staff that will be affected by the project activities Determine the objectives and measures upon which the project will be evaluated at its completion Use appropriate verification techniques to manage changes in project scope, schedule and costs Review and update new contract documents aligned to GCC, JBCC, FIDIC. Perform an oversight and analysis of consultants invoices Facilitate the participation of SMME's in the project Ensure that CIDB guidelines and BBBEE policies are implemented Serve on Bid specification ; evaluation and adjudication committees of the MBDA as appointed by thhe CEO Manage the professional consultant team Facilitate Health and Safety input in the project Draft Request for Proposal for the procurment of Consultants. Make recommendations into the staffing of the project Project plans developed timeously in line with project management methodology and principles Work/ Project plans available Resource Allocation Matrix developed All Consolidation of project information (budgets, KPI Performance of budgets, and KPI information on time frames) Compilation of generic contracts to suite MBDA requirements. Contributions to evaluation and specifications of MBDA tender processes. Enhancing Operations activities by providing background information on time. To complete projects on time and within budget. Avoid risk and incidents to MBDA. Admistrative competence to curb overexpenditure. Improve SMME participation in infrastructure development within MBDA mandated area. Input into project decisions. Project/ Programme Implementation Execute according to the MBDA project management Plan Develop/update comprehensive project management forms and records to document project activity Set up files, integrated within Operations to ensure that project info is accurately documented Monitor the progress of the project and make necessary adjustments as required to ensure successful completion Establish a communication plan/schedule to update stakeholders including appropriate staff in the organisation on the progress of the project Review quality of the work completed with the project team on a regular basis Ensure efficient and effective relationships are maintained within the project team at all times Manage the performance of consultants across all professional project stages, in each project from preparation of detailed project plan to project completion. Co-ordinates the communications of consultants in projetcs. To complete projects on time and within budget. Data/ Information readily available Avoid risk and incidents to MBDA. Admistrative competence to curb overexpenditure. Effective document management Regular communication with all relevant stakeholders Up to date communcation plan Quality Management Performance Manage consultants/ contractors/ SMMEs Project Management skills On-site Implementation: Oversees the implementation of an approved project in line with approved project plans by: Creating the foundation for transition from planning to implementation including defining team responsibilities Controlling the project including identifying unique situations, monitoring information and milestones, developing project status reports, conducting project meetings and tracking progress Managing the communication process with project team and other stakeholders and resolving conflict Developing solutions to problems within the parameters set , alternatively escalate problem to higher levels Project objectives are achieved in terms of time, budget, product or service, stakeholder relations, legal compliance and risk mitigation. Project/Programme Control / Monitoring Prepare monthly project progress/ status reports for management Monitor and obtain approvals required for all budgeted project expenditures. Monitor cash flow projections and report actual cash flow and variances to senior management Ensure all financial records for the project are up to date Prepare project budget reports and supporting documentation Review Financial/ Project status reports with the Project Accountant and update project progress ito budget and KPI Complete Quarterly Performance Management reports to NMBM Perform risk management to minimize project risks Submit variances to senior management on a regular basis Manage all project budgets according to established company policies and procedures Project/ Programme Evaluation Ensure project deliverables are on time, on budget and within the required levels of quality Evaluate the outcomes of the project as established during the planning phase Compile a close out report for each project and document a "list of learning's" and risk analysis for future projects. Project objectives are met (time, budget, product, stakeholder relations, legal compliance) Monitor & Evaluation reports to reflect project progress and results Reporting Ensure project deliverables are on time, on budget and within the required levels of quality Evaluate the outcomes of the project as established during the planning phase Compile a close out report for each project and document any lessons learnt Provide inputs/ information to Project Accountant/ Compliance Unit to complete reports on project status i.e. works and finance in relations to KPI's and Budgets Generate reports to community on project progress/ delays. Accurate, timeous and detailed reports available Accurate, timeous and detailed reports available Administration and Database management Oversee development of SMME's Interacting with stakeholders (meeting, workshops, correspondence) Serve on MBDA disaster management committee Oversse the development of a comprehensive database of all stakeholders in respect of MBDA projects Giving regular feedback Input into Disaster management Plans and identifying risks Reporting to NMBM for capturing employment stats. SMME Development Actively involved in SMME Development on projects assigned to the Project Manager Reporting to manager and SMME's on progress of projetcs. Development of tender documents to accomodate SMME inclusion in projetcs Meaningful SMME development and particiaption in projects Develop and maintain stakeholder / customer relationships Identify all relevant customers and stakeholders (internal and external). Exceed customer expectations by giving all the relevant information, business advice and support to external and external customers and stakeholders. Ensure sound communication with, and participation by, customers and stakeholders through regular contact in appropriate service delivery processes. Establish and maintain networks in order to enhance the branding and image of the MBDA. Positive feedback from customers and stakeholders. Broad network of customers established to enhance image of the MBDA Technical Project Management skills Knowledge and understanding of relevant legislation including MFMA Knowledge and understanding of Procurement policies and processes within the MBDA Knowledge and understanding of all relevant built, environment legislation (EIA regulations, Land Use laws, Heritage Legislation, building regulations,) Understanding of the HR policies and a basic knowledge of relevant HR legislation ( LRA and BCEA) Conflict Resolution Skills Presentation Skills Big picture understanding of project development.
