We are looking for a part-time Finance Officer to support the administration of our accounting, grants and sub-grants operations. Research ICT Africa (RIA) is a public interest think tank that conducts research on digital policy and regulation, emerging technologies such as Artificial Intelligence (AI), and global digital and data governance. Our mission is to facilitate evidence-based policymaking for improved access, use and application of digital technologies and data for sustainable development in Africa and the Global South. Key Responsibilities: The part-time Finance Officer assists with the financial management of all our grant and sub-grant activities and coordinates activities to ensure compliance with national regulations, banking policies and sponsor terms and conditions. This role requires strong financial and book-keeping knowledge, an understanding of grant administration in international donor-funded research environments, a solid understanding of legal terminology and the ability to interpret and apply rules and regulations related to grants and contracts. To be successful, you will need to be self- motivated, solution-oriented and an ethical problem-solver. Main Duties: ● Support the organisation in implementing financial systems to improve operational efficiency. ● Maintain RIA's financial records according to the requirements of the law, the Board of Directors and project funders. ● Draft and monitor budgets and analyse financial data to identify and solve problems. ● Provide support for the financial planning and implementation of grants and sub-grants. ● Maintain records for all transactions. ● Monitor bank deposits and payments. ● Support the independent annual audit of the organisational and individual grants as required. . ● Liaise with banks and other financial partners to negotiate agreements on payments, transfers, currency control, etc. ● Assist Principal Investigators with budget development for grant proposals. ● Support submission of grant applications according to institutional and external funding agency requirements, including reviewing proposals and verifying financial information. ● Manage sub-granting processes, including due diligence to select grantees, drafting agreements, tracking performance and compliance, reviewing sub-grantee reports and ensuring full accountability for funds. ● Assist with preparing financial reports for grants, ensuring promptness and compliance with grant conditions, policies and procedures. ● Bachelor in Accounting, Business Administration or related discipline, professional qualification is an advantage. ● Five years of work experience as a Finance Officer or similar role. ● Experience managing finances and grants involving international organisations and multicultural contractors and recipients. ● Budgeting and accounting experience. ● Proven experience in managing and accounting for grants of at least USD 50,000.00. ● Experience administering research or project awards and proposal requirements in a non- profit, academic or equivalent setting. ● Familiarity with financial software. ● Good understanding of national and international financial management, auditing and project management processes. ● Understanding of national and international banking rules and regulations. ● Solid understanding of contract and legal terminology. ● Strong attention to detail. ● Problem-solving orientation.
