The U.S. Consulate in Durban is seeking eligible and qualified applicants for the position of an Information Management Specialist, in their Diplomatic Technology section. Basic Function of Position The Information Management Specialist directs the support of all unclassified computer systems under operation at the U.S. Consulate General Durban, for the Department of State and other agencies. The position provides advice and guidance to Post on policies governing computer configuration, procurement, installation, maintenance of hardware and software, and the use of software packages and "eTechnology". Reports to the Information Programs Officer (IPO) and supervises two Locally Employed (LE) Staff - the Computer Management Assistant and the Mailroom Clerk. Major Duties and Responsibilities Systems Management and Administration: 35% The Information Management Specialist oversees Post's computer hardware/server facility and is directly responsible for the management and administration of the Mission's sensitive but unclassified (SBU) computer and unclassified automation systems, including but not limited to servers, virtual hosts, switches, etc). The position is responsible for planning, organizing, directing, and evaluating all financial, material, programs, organization, and human resources associated with the Consulate General's network. The position inputs into long range strategic office automation plans for the Consulate General, establishes and implements network policies and goals, and assists in the preparation of the annual budget and training submissions. Network and Systems Engineering & Design 25% The Information Management Specialist is the principal systems engineer in the evaluation, design, configuration, and implementation of all SBU and unclassified computer systems at post. The position analyzes functions, procedures, processes etc. to determine their appropriateness and develops specifications and system architecture. Systems Applications, Programs, Processes and Analysis 15% The position performs and/or directs tasks which include feasibility studies of potential applications and system modifications; and coordinates with professionals within and without the Department to assess needs, gather facts, recommend applications, and generate report that detail costs, benefits, and alternatives for major system applications. Mobile Computing Support 15% S/he reports on effectiveness and makes recommendations on all eTechnology initiatives, which might include, but is not limited to, mobiles devices and their associated programs. S/he supports the Department of States Microsoft O365 implementation so that Post has teleworking ability. These solutions include smart phone, laptop, and assisting individuals to connect using their own equipment. Other responsibilities 10% The position routinely gets involved with other standard responsibilities such as: e-Service customer requests, iPost systems security scores, deployment of hardware and software, contacts management database and events planning, last minute requests from various offices, maintaining inventory and organization of the systems supply room, end of year orders, International Cooperative Administrative Support Services (ICASS) workload counts, and other tasks and duties as necessary. The incumbent will be required to perform other duties as assigned by the supervisor. Education Bachelor's Degree in Computer Science or Information Technology is required. Prior Work Experience Five years of direct hands-on experience in network administration in a multi-server and multi-site environment to include writing logon scripts, managing MS Exchange Server, designing, and implementing SharePoint sites, drafting network diagrams and documentation, designing, and implementing IT projects. Minimum six months experience in a supervisory capacity. Language Proficiency : English (Fluent knowledge) Reading/Writing/Speaking is required. Skills and Abilities : The job holder must be able to organize, support and maintain items such as: DHCP scopes, IPs & subnets, switch and server requirements, and network designs; maintain SharePoint servers and content; backup and restore data and network equipment; properly document configurations, records, and other job-related tasks; and deploy new hardware to a large organization in a timely manner, utilizing a variety of tools and methods. Ability to lift 50 lbs. (23 kg). Typing skills is required, where accuracy is important but speed is not.
