Perform planning and management process to ensure that all goods and services required by the company are quantified, budgeted for a delivered timeously at the appropriate quality at fair cost. Provide for the compilation of the required specifications to ensure the companys needs are met. Ensure paper trail is maintained for all purchases and institute necessary steps to avoid wastage. Ensure goods and services are procured in line with authorised processes. Ensure expenditure on goods and services are incurred in terms of approved budget. Ensure threshold values for different procurement processes are not exceeded and are according to policy and procedure. Ensure bid documentation, evaluation and adjudication criteria and general conditions of contract, are in accordance with any applicable legislation. Ensure written quotations are obtained from at least three different service providers. Ensure bid process is followed for all bids. Perform evaluation and prepare evaluation reports for quotations and bids. Obtain approval from the user department/ GCFO or his/ her representative. Apply and record the point system from the preNo.5 of preferential procurement policy framework act, No.5 of 2000 according to the company's procurement policy and procedure. Issue documents contracts and logistics for service level agreements to be drafted. Determine stock requirements for essential goods – items that are essential to maintain the companys needs and for bulk supplies – items of regular demand which offer a reduction in cost over direct supply by monitoring demand patterns. Manage supplier relationships by resolving queries, ensuring that there are no stock surplus or shortages, sourcing suppliers and managing their performance. Goods received are signed for, checked and records are kept up to date. Process payment of goods correctly and reconcile accounts. EDUCATION National Diploma in Supply Chain Management/ Accounting Finance/ Financial Management B Degree in Supply Chain Management/ Accounting/ Finance would be an advantage EXPERIENCE 3 – 5 years' experience in Supply Chain Management Preference will be given to individual with public sector procurement experience in the construction industry. Requisite Functional Competencies Computer Literacy (MS Office) proficient in all MS Office Suite applications, Banking System, JD Edwards, Database formulation Knowledge of PFMA.
